A comprehensive plan is a long-range document that serves as a guide to future decision making for municipal actions. It is developed in accordance with the requirements of the Pennsylvania Municipalities Planning Code.

The plan serves two important functions:

1. Vision for the future

The planning process allows officials and residents to freely discuss what the future of the township should and could be. This discussion needs to be grounded in facts about the current community conditions, and elevated by the aspirations of residents about what the character and quality of the community should be.

2. Decision making and guidance

The plan will form the basis for decision making, priority setting, and policy for township codes and ordinances. Guidance will be provided in critical areas of community development, community preservation, and quality of life.

An implementable comprehensive plan seeks to identify solutions to local and regional problems through a community-based planning process. The plan is oriented around the most important issues to the community. The requirements for a comprehensive plan, as set by the Pennsylvania Municipalities Planning Code, are met by backfilling this information into the remainder of the plan.

Community priorities are the foundation of an implementable plan. Implementable plans translate community feedback and vision into clear, achievable actions. Along with these actions, the plan emphasizes practical strategies, defined responsibilities, timelines and measurable outcomes.
